EY’s Paul Phillips and Jim Bulkowski named to the Captive Review “Power 50” list for second consecutive year

Paul H. Phillips III, Partner, Ernst & Young LLP (EY), and Jim Bulkowski, Senior Manager, Ernst & Young LLP, have been named to the Captive Review 2017 “Power 50” list of the most influential professionals in the global captive insurance industry as surveyed by the magazine. This is the second consecutive year the EY Captive Insurance practice leaders have been named to the annual list.
“This recognition is a great testament to our accomplishments over the last three years, growing our Captive Insurance Services practice in the US and globally to more than 250 people and touching captive insurance in a variety of ways,” said Phillips, who also serves as EY’s Global Captive Network Co-leader. “We have been very active in the market, making a splash at a number of industry conferences and being invited to speak on panels on various technical matters.”
Both Phillips and Bulkowski rose in rankings this year, with Phillips moving up two spots to #9 and Bulkowski rising five positions to #41 from the 2016 rankings.
The Captive Review “Power 50” list recognizes individuals who have been influential in the captive industry over the past 12 months and who will continue to influence the industry’s direction and progress in the future. More than 6,000 votes were cast in this year’s polling period.
Phillips is a Tax Partner with the EY Financial Services Organization (FSO), focused on US federal income tax matters. He has approximately 25 years of experience serving the captive market as a business tax advisor. He is a co-founder and co-leader of the EY US Captive Insurance Services team.
Bulkowski is with FSO’s Insurance and Actuarial Advisory Services practice. He is based in the firm’s New York office and has over 25 years of experience. Bulkowski focuses on captive and alternative risk financing techniques, property and casualty insurance reviews, including cost reduction, M&A due diligence, and claims. He is also the co-leader of EY’s Captive Services team. Prior to joining EY, Bulkowski held a Senior Vice President position at Aon in their captive services group and was a vice president in the casualty department at Marsh. He holds the CPCU, ARM, ACI, and AIS designations.
